I Ctacher Web Monitor

Press

In response to the polemical writings of André Viard published on its website and a press Terrestaurines M . Bonijol Alain, the Commission Taurine Orthez wishes to clarify the following points:
All contracts related to the organization of a bull was negotiated in the independence, clarity, fairness and equity, with the concern of qualitative work at the lowest cost in the interest of fans and taxpayers of Orthez.
Following a public procurement procedure launched by the Mayor of Orthez, and no response from both cuadras contacted the closing date of this procedure, it was decided to recontact two cuadras (Bonijol and Heyral) requesting that each send a quote for the day of taurine July 26, 2009.
Considering further that the two French cuadras, those of Alain Bonijol Heyral and Philip, had a qualitatively equivalent, the Commission taurine chose the criterion of lowest bidder from the two existing specifications, and sent by Mr Bonijol Heyral. The
cuadra Heyral has won the contract.
In addition, it has probably escaped the commentators that the management of the plaza of Orthez was now provided directly by the Commission taurine and that decisions delegated by the Mayor of Orthez were taken by the Chairman of said Commission, after consulting its members, which in this case were in full agreement.
Alain Lartigue, excellent professional, now provides a service for writing, contract monitoring, and assistance with the full confidence of the Commission and its President.
The Commission understands the disappointment of Mr BONIJOL which provided for several years a high quality service which had only Orthez welcome. She hopes that next year, Mr. BONIJOL compete in the market to be established for a period of 3 years and will be allocated according the same principles. Mr.
BONIJOL must however understand that the quality totally denied of his performance and his cuadra, as he has not the monopoly or exclusive, can not be the only element of the Commission's choice.

On Anti ... Landes races.
Opposition to bullfighting is not a current phenomenon. The "antis" who "rampant" in recent times are not precursors for, from the 19th, people were already showing their opposition to the difference it relates to race ... Landes. Thus, in 1838, advocates respond to critics: "about race, more than one foreign player in this country may find fault with this kind of fun also borrowed from the peoples of the Pyrenees. To this we do not want praise or criticize the advance of the games we have neither the desire nor the experience. But we will share the comments of critics of our colleague from St-Sever, "we say that we are savages and barbarians, English fighting against a furious animal who can rip. We say that this is a gym that develops forces and agility exercise which enlarges the heart. We do not see here, as in Spain, these wild bulls embarked on a circus, a toreador cons armed with a dagger. Our races are more noisy, more cheerful, less lethal. There are many here and there some bruises, a few sprains, but that's all ... "In 1846, a passenger who was curious enough to attend the race judge harshly the show:" The race Landes is a grotesque spectacle ... can not be understood as exercises were as dangerous to the tastes of people who live in an age where everything that breathes barbarism is set aside ; What? so it's a very sweet celebration for you to see my good orthéziens spacers put their lives using their sharp horns of oxen irritated by some sting and the heat of the sun! ... Four stents were more or less seriously injured. Is it not enough accidents to consider deleting that one kind of fun which is quite in contrast with our morals. "Response of a orthézien this viewer:" The sun has irritated you ".
De Grammont law to the idea of a bullfight. Grammont The law is the first law was responsible for animal welfare in the sense that it is forbidden to any "cruelty" to animals primarily domestic. Of course, she could only touch the bullfighting activities in southern France (and exceptionally in the northern part of various festivals). This law dates back to 1850. What may be surprising is that animal welfare legislation is almost anterior to the great social laws (human protection!). This law imposes a fine Grammont "those who perform publicly and abusively mistreatment of pets." It runs until 1897. In 1858, the local press, the law reminds Grammont prohibits any abuse. The issue of race Landes and the existence of bullfights are asked for the games in the Landes Landes and Bearn are common and the race known as English bullfighting is produced in Bayonne. "The anti-bullfighting" will have to find legal justification is a struggle because it is specified that such abuse on the bulls are banned. A race organizer orthézien bullfighting in 1865 will meet at Orthez, "we do not like to Mont-de-Marsan English holiday." Landes race can continue. In 1882, the explanation is more logical: "it was argued that the government banned bullfights, he served as cows! "So that bullfighting is challenged, the Landes race that poses few problems finally legal. From the 1850s to the 1880s, despite the law, it seems that bullfights are tolerated by the authorities as well as municipal than judicial. It must be said that mayors are often partners, or organizers of the festivities and bullfights that sanctions on entertainment arenas little deterrent or absent. That will change from the 1890s, years which begin orthéziens to look to Spain for toros. First time, tolerance is finally passed "Freedom of" explaining that the Grammont law is not applicable to the bullfight. The animal rights activists immediately launched an appeal on these "performances allowed but regulated by the mayors under the supervision of prefects." A Orthez, yet not English bullfighting, a witness said that "bullfighting promotes criminal instincts." The local newspaper then explain that in terms of offense, Orthez, "one resident is at the hotel beans, prison is a tramp ... Landes. On 13 April, still the year 1897 a "turning point" is made legal this time in for anti-bullfighting. The extra-parliamentary commission to revise the law finally Grammont maintains the ban on racing bulls under penalty of 100 to 5000 francs fine and 15 days to 6 months in prison if repeated. The killing is prohibited. First victim, the city of Tarbes-Séméac taking a penalty just after staging a bullfight. New turn of events on December 7. Certainly, the decision is considered final, but "at the discretion of the prefects! A window remains open. Bayonne can continue shopping. The news was soon passed in Spain causing "a Higher prices for bulls and cuadrillas. "The law was amended. A certain tolerance is eventually passed despite the prohibition of killing. In fact, the fine is little deterrent for low. bullfighting tradition of our Southwest could only further the experience of the bullfight in Spain since the next race ... toros is at the discretion of mayors and prefects! If they have the "fiber taurine", the door may toril So open, Bayonne already organizing bullfights since 1853. In 1897, Orthez is interested in a English race but quickly abandoned the idea because of legal threats that Grammont law that prohibits "suffering to animals" and problems that fall on the organizers of bullfights in certain places in the southwest. "It is evident that the protection of horses that causes a high mortality of equines is a sensitive issue and put off more and more a part of the population. France is not Spain on this point. Aire on the Adour eg stop bullfighting because it is a "horrific slaughter" to return to racing Landes. At Dax, the matador Felix Robert Landes inherits three days in jail after an arrest eventful exit the arena. "60 policemen and 3 Police Commissioners have captured the town to arrest Robert right out of the bullfight! Hero to some, hated by anti-bullfighting, Robert Felix will "graduate from Seville to toromachique martyr" sic. bullfighting Landes spaces are also resistance in defiance of the law Grammont and the first "anti-bullfighting" threatening to sue. Earlier this year 1897, Parliament had to really decide on the violation of this law, it particularly challenged by the courageous member of St. Sever, Dulau, defending bullfighting tradition in his constituency, claiming "freedom of manners." Less courageous in good Bearn, Barthou remains neutral in this debate. Orthez so fails the pitch before the legal risk that the lack of tradition could make him. It was not until 1901 to see the first bull killed by Pouly arenas. In 1903, named the Caserio cuadrilla Bacarisse takes 11 days in jail for immediate ... "A bad act to the commissioner of police" and not for animal cruelty. It was still a race Landes. To be continued ....
